This report lists the various state agency reorganizations that occurred in the 2011 legislative session.
AGENCY REORGANIZATIONS
According to the Office of Fiscal Analysis (OFA), the 2011-2013 biennial budget reduced the number of state agencies from 81 to 57. The budget (1) assumes savings of $9 million in FY 12 and $9.6 million in FY 13 and (2) eliminates 68 positions because of the reorganizations.
Table 1 of this report lists agencies that were either merged with another agency or had certain functions transferred to another agency. Table 2 lists agencies that either gained functions or are newly-created. Table 3 lists agencies that both gained and lost functions. Each table includes the number of positions affected by the reorganization and the public act number implementing it.
Information on the number of positions transferred and eliminated is from OFA's budget book. It should be noted that the information in this report only includes position changes specifically attributed to a reorganization. Some of the agencies listed below experienced position reductions beyond what is listed in the table, but such reductions were attributed to other factors, rather than being specifically tied to a reorganization.
Additionally, some agencies did not have any position transfers listed in the budget book because they assumed a former agency's account in the budget. For example, while the Department of Environmental Protection (DEP) was merged with the Department of Public Utility Control to form the Department of Energy and Environmental Protection (DEEP), the new agency was placed in DEP's previous budget account (DEP 43000), so no position transfers are shown from DEP to DEEP.
