"AN ACT CONCERNING THE PENALTY FOR CERTAIN NONVIOLENT DRUG OFFENSES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective July 1, 2011) Pursuant to Article X of the Amendments to the Constitution of the United States, and notwithstanding any federal statute or case law to the contrary, the state of Connecticut hereby assumes authority over the regulation and criminalization of the growing, sale, possession and use of marijuana and other cannabis-type substances. "
