"AN ACT CONCERNING THE PENALTY FOR CERTAIN NONVIOLENT DRUG OFFENSES. "
After the last section, add the following and renumber sections and internal references accordingly:
"Sec. 501. (NEW) (Effective July 1, 2011) (a) The Department of Public Safety shall develop a database, to be available not later than October 1, 2011, to record and track infractions issued pursuant to section 1 of this act. Such database shall be accessible by the state police and all local police departments and shall allow instant access to records of previous infractions committed by a person.
(b) There is established a separate, nonlapsing account within the General Fund to be known as the infractions database account. All moneys collected from fines paid pursuant to section 1 of this act shall be deposited into the account and moneys in the account shall be expended by the Commissioner of Public Safety for the purpose of paying the cost of establishing the database developed pursuant to section 1 of this act. When the cost of establishing the database is recovered, all moneys collected thereafter from fines paid pursuant to section 1 of this act shall be deposited into the General Fund. "
