"AN ACT CONCERNING THE DEPARTMENT OF CHILDREN AND FAMILIES' DIFFERENTIAL RESPONSE AND POVERTY EXEMPTION. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective July 1, 2011) On or before February 1, 2012, and semiannually thereafter, the Commissioner of Children and Families shall report, in accordance with the provisions of section 11-4a of the general statutes, to the General Assembly concerning the number of children and youth committed to the Department of Children and Families whose whereabouts are unknown to the commissioner. The initial report of the calendar year shall state the number of children and youth committed to the department as of January first of that year and the number of such children and youth whose whereabouts are unknown. The commissioner shall submit the second semiannual report not later than August first. The second report of the calendar year shall state the number of children and youth committed to the department as of July first of that year and the number of such children and youth whose whereabouts are unknown. "
