The amendment strikes Section 1 of the underlying bill, which had no fiscal impact. Additionally, the amendment makes four changes that do not result in a fiscal impact: (1) it allows Junior Reserve Officer Training Corps instructors to teach in the Reserve Officer Training Corps program, (2) it lengthens the time the State Board of Education (SBE) has to vote on a charter school application, (3) adds an additional priority that the SBE must consider when approving charter school applications, and (4) extends the date to 2015 for durational shortage area permits.
