Explanation
The amendment requires the Department of Public Safety to develop a database by October 1, 2011 to record and track infractions issued pursuant to the bill.
Additionally, the amendment establishes separate account in the General Fund to allow fines collected from such infractions to fund the database. An estimated $350, 000 will be deposited into the account between July 1, 2011 and October 1, 2011. It is anticipated that this revenue will cover the cost of the database.
