Explanation
The amendment makes possession of less than one-half ounce of marijuana punishable by a fine of $100 - $200 for a first offense and $200 - $500 for a second or subsequent offense. By eliminating the infraction specified in the underlying bill for possession of less than one-half ounce of marijuana (first offense) , the amendment will reduce the potential revenue gain to the General Fund and the potential savings to various criminal justice agencies and municipal police departments identified in the underlying fiscal note for the original bill.
