Explanation
The amendment makes it an infraction for a truck operator to fail to produce for a law enforcement official documentation that sets forth the destination of such truck within the municipality in which the truck is stopped. To the extent that this changes increase the likelihood that individuals receive harsher penalties than currently provided for, a potential revenue gain from infractions would result. It is anticipated that relatively few fines would be imposed on an annual basis, and, consequently, any revenue gain under the bill is expected to be minimal.
