REASONS FOR BILL:
To require pre-school programs in schools in order to help close the achievement gap.
Substitute language deletes Section 1, which repeals CGS Section 10-16y that created the Office of Early Childhood Planning, Outreach and Coordination, and removes the statewide longitudinal evaluation of school readiness programs. Substitute language also removes Section 2(b) 3-5, which permits the Early Childhood Education cabinet to develop and implement an early childhood information system and implement a communications strategy for outreach to families, service providers and policy makers. These changes were made to remove the fiscal note from the bill.
