REASONS FOR BILL:

This bill provides for the Connecticut state drivers' licenses and non-drivers' identification cards to denote veteran status, thus providing a photo identification card for veterans.

RESPONSE FROM ADMINISTRATION/AGENCY:

Linda Schwartz-Commissioner Connecticut Department of Veterans Affairs:

Testified, that she was against creating a separate identification for veterans, and came out strongly supporting an endorsement or marker indicating veteran status on existing state drivers' licenses and non-driver identification cards. She stated that, while it would be exceptionally difficult to develop and distribute a separate card, that indicators on state identifications would go a long way in helping ensure that Connecticut's veterans have access to the programs and benefits they have earned.

Testified that she was pleased to co-sponsor this bill on behalf of her constituent, John Anzidei, and that she supports this bill.

Debbi Newton- National Guard Association of Connecticut:

Testified that this bill could be implemented at very little cost to the state, and that it would be significant to the veterans of Connecticut, many of which had not been in the armed forces long enough to receive retiree cards. There are many businesses in the state that offer veteran discounts, and this bill provides a photo identification that will allow a greater number of veterans to make use of these discounts.

Gary E. Waterhouse- 3rd District Veterans of Foreign Wars:

Supports this bill, as it may lead many of the state's veterans to obtain the rights, privileges, and benefits they are entitled.
