FACILITY
The Southbury Training School (STS) campus is approximately 1,440 acres. It is contains two sections—the 800-acre main campus and the 640-acre farm. Buildings and other improvements cover 700 acres of the main campus and 40 acres of the the farm.
CLIENTS
As of March 19, 2009, STS served 486 clients whose average age was 61.
Most STS residents have significant levels of retardation. In October 2008, when the STS census was 498, 56.6% of residents had profound retardation, that is they may achieve very limited self-care and usually need nursing care. Twenty-one percent (21%) had severe retardation, 13.6% had moderate retardation, and 7.2% had mild retardation.
The per diem billing rate for STS residents was $892.10 in FY 07, the latest year for which data is available. This figure includes direct STS expenses, indirect expenses for central support and administration, and allocated expenses for support from other state agencies such as administrative services, public works, information technology, and the Comptroller's Office. The billing rate is used to recover state expenses from any potential payors such as legally liable relatives.
STAFF
Currently 888.66 full-time equivalent staff provide direct care to STS residents. The staff: resident ratio varies by shift. The ratio on the first and second shifts is 1:2.25; the third shift ratio is 1:4.86 residents.
WORKER'S COMPENSATION COSTS
Employees at STS have averaged about 30 workers' compensation claims per month during the past three fiscal years (through January 31, 2009 for FY 09). Thus far in FY 09, workers compensation costs for STS total about $4,084,602. This cost reflects 598 claims dating from 1976 to January 2009. Claims range between $1 and $167,205; the average claim is $6,830.
In FY 08, costs totaled approximately $6,401,748. Claims ranged between $1 and $125,117; the average claim was $7,461. In FY 07, costs totaled approximately $6,496,379. Claims ranged between $1 and $166,047; the average claim was $7,762.
