OLR Bill Analysis
AN ACT CREATING THE ENERGY INDEPENDENCE STRATEGY BOARD.
This bill creates the Energy Independence Strategy Board and specifies its members. The bill requires the board to analyze energy efficiency opportunities provided under the 2009 American Recovery and Reinvestment Act, including categorical funds and competitive discretionary grant money. The board must recommend how to spend money in a strategic way to enhance Connecticut's energy independence and economic development opportunities.
Within 60 days after the bill's passage, the board must report to the Energy and Technology, Commerce, and Human Services committees with any recommendations.
The bill requires The Connecticut Center for Advanced Technologies (CCAT) to provide administrative support for the board.
EFFECTIVE DATE: Upon passage
BOARD MEMBERSHIP
Under the bill, the board consists of:
1. the Clean Energy Fund's president or her designee;
2. CCAT's executive director;
3. the executive director of the Institute for Sustainable Energy;
4. a representative of the Connecticut energy service industry appointed by the Senate president pro tempore;
5. two representatives of electric companies, one appointed by the House speaker and one by the Senate majority leader;
6. a representative of the state's gas companies appointed by the House majority leader;
7. a representative of the state's oil companies appointed by the Senate minority leader;
8. a representative of a municipal energy cooperative appointed by the House minority leader;
9. the commissioner of social services, or her designee; and
10. the secretary of the Office of Policy and Management, or his designee.
