AN ACT CONCERNING FUNDING FOR ADULT DAY CARE CENTERS.
Beginning July 1, 2009, this bill requires the Department of Social Services (DSS) commissioner to increase to a minimum of $ 70 per person, the daily rate paid to adult day centers for services provided under the Connecticut Home Care Program for Elders (CHCPE). Currently, the state pays a daily rate of $ 63. 55 per person for medical model adult day centers and $ 57. 93 for social model adult day centers. (This rate includes transportation to and from the center. )
EFFECTIVE DATE: July 1, 2009
BACKGROUND
Adult Day Centers
Adult day centers are community-based, nonresidential centers where frail seniors and disabled adults can go during the day if they cannot be home alone.
Centers generally operate on either a “social model” or a “medical model. ” The social model serves people who need supervision and activities to reduce social isolation, but it does not provide extensive personal care and medical monitoring. The medical model provides nursing, personal care, and other medical services. Currently, 41 of the state's 48 certified centers are medical models and seven are social models.
