AN ACT CONCERNING CONSUMER CONTRACTS WITH PUBLIC OR PRIVATE SOLID WASTE COLLECTION SERVICES.

SUMMARY:

This bill prohibits trash collectors and haulers who collect and transport residential solid waste and recyclables from requiring residents to contract for both the collection of the solid waste and recyclables if the

1. town where the customer lives has a solid waste facility to which he may bring his recyclables or trash or

2. resident has contracted with a different collector or hauler to collect either his trash or recyclables.

EFFECTIVE DATE: October 1, 2009

BACKGROUND

Recyclables

Items that must be recycled are cardboard, glass and metal food containers, leaves, newspaper and office paper, scrap metal, storage batteries, and waste oil (Conn. Agency Regs. § 22a-241b-2 (1)).

Solid Waste

Solid waste is unwanted or discarded solid, liquid, semisolid, or contained gaseous material, including demolition debris, material burned or otherwise processed at a resources recovery facility or incinerator, material processed at a recycling facility, and sludges or other residue from a water pollution abatement facility, water supply treatment facility, or air pollution control facility (CGS 22a-207 (3)).

Solid Waste Facility

A solid waste facility is a solid waste disposal area, volume reduction plant, transfer station, wood-burning facility, or biomedical waste treatment facility (CGS § 22a-207 (4)).
