AN ACT CONCERNING THE CONNECTICUT SAFE HARBOR FOR EXPLOITED CHILDREN ACT.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to (1) create a presumption that a child who is charged with prostitution is a victim of the offense of trafficking in persons and is therefore not subject to criminal sanction; and (2) provide social services to such child, including, but not limited to, safe housing, crisis intervention and other community-based programs.
Statement of Purpose:
To provide services and support to children who are the victims of sexual exploitation.
