Explanation
This amendment requires the Department of Mental Health and Addiction Services (DMHAS) to study whether the passage of the underlying bill results in increased drug addiction rates and/or mental health problems in the state. It is expected that a study of this magnitude will result in significant increased costs to DMHAS. It is unclear whether the department would require additional staff or contract with an outside entity to conduct this study. The extent of these costs will be dependent upon study design, scope and duration.
