Explanation
The amendment alters the definition of debilitating medical condition from that contained in the bill. It is uncertain how the new definition would affect the number of individuals seeking palliative marijuana. Depending on whether the volume of individuals is increased or decreased, the need for Dept. of Consumer Protection staff could be affected.
