Explanation

By moving the effective date of the bill (for sections 1 – 10) to 10/1/09, the fiscal impacts will be delayed two years.

The Department of Agriculture will incur costs for staff and a consultant to conduct the pilot program and prepare the required report. The costs are not known at this time, but are anticipated to be significant.
