Explanation

The amendment alters the $25 fee in the bill to a reasonable fee sufficient to cover the direct and indirect costs of the bill. This would result in an increase in revenue to the Palliative Marijuana Admin. account sufficient to cover the cost necessary to implement the bill.

Although, the amendment specifies that the fee should cover “indirect” costs of the bill, it is unclear how the potential costs associated with criminal penalties (probation, incarceration, etc) would be charged to the account and reimbursed to these agencies.
