The amendment could eliminate the provisions of the bill, and their associated fiscal impact, if a particular delivery system for medical marijuana is approved by the federal Food and Drug Administration. This delivery system, Sativex, is currently being tested. It is unknown when, and if, the U.S. FDA will approve Sativex.
