AN ACT CONCERNING FETAL HOMICIDE AND ASSAULT.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That sections 53a-54a to 53a-59, inclusive, 53a-60, 53a-60a, 53a-60d and 53a-61 of the general statutes be amended to provide that the term "person", when used to describe the victim of the offense, includes an unborn person, and that the determination of whether an unborn person has a heartbeat may be made by medical personnel not only at a hospital but also at the scene of the offense or en route to the hospital.
Statement of Purpose:
To provide that a person may be charged with and convicted of homicide or assault when the victim of the offense is an unborn person.
