"AN ACT CONCERNING THE PALLIATIVE USE OF MARIJUANA. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective October 1, 2007) The Commissioner of Public Health shall establish and operate a mandatory educational program for qualifying patients, as defined in section 1 of this act, that shall include instruction about the health risks of marijuana use, including, but not limited to, negative health consequences, impairment and addiction issues and information about how marijuana use may lead to the abuse of other drugs. "
