"AN ACT CONCERNING THE PALLIATIVE USE OF MARIJUANA. "

After line 152, insert the following:

"(c) The Commissioner of Consumer Protection shall require that all marijuana cultivated or possessed for palliative use under sections 1 to 9, inclusive, of this act be subject to (1) all applicable regulatory requirements of the federal Food and Drug Administration, including, but not limited to, a risk evaluation and mitigation strategy, and (2) all requirements of the federal Food, Drug and Cosmetic Act regarding safe and effective review, approval, sale, marketing and use of pharmaceuticals. "
