AN ACT CONCERNING TELECOMMUTING.

SUMMARY:

This bill requires, rather than allows, the administrative services commissioner to develop and implement guidelines authorizing telecommuting and work-at-home programs for state employees where this is found to be cost effective. The law, unchanged by the bill, requires the commissioner, when she develops these guidelines, to do so in cooperation with interested employee organizations. The bill requires the commissioner to report annually to the Labor Committee on the development and implementation of the guidelines. She already reports on the extent to which employees use the programs.
