The House of Representatives was called to order at 2: 40 o'clock p. m. , Representative Ryan of the 139th District in the Chair.

Prayer was offered by the guest Chaplain, Dorian A. Lockett of Manchester, Connecticut.

The following is the prayer:

Let us pray. Almighty God, as we attend to the business of the State, we seek Your wisdom and guidance in handling the matters before us. Grant us the ability to address the needs of our people with fairness and compassion. We ask Your blessings on those affected by the tragedy in Boston yesterday. Amen.
