The House of Representatives was called to order at 11: 48 o'clock a. m. , Representative Ryan of the 139th District in the Chair.

Prayer was offered by Assistant Chaplain, Reverend Garland D. Higgins of West Hartford, Connecticut.

'AN ACT EXEMPTING INSTITUTIONS OF HIGHER EDUCATION THAT OFFER FREE COURSES TO INMATES FROM STATE CONTRACTING REQUIREMENTS', to exempt institutions of higher education that arrange for professors to teach free for-credit courses to inmates from state contracting requirements.

H. B. No. 6669 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE APPOINTMENT OF MEMBERS TO THE STATE ELECTIONS ENFORCEMENT COMMISSION', to make adjustments to the provisions concerning appointment of commission members to the State Elections Enforcement Commission.

H. B. No. 6670 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING SUPERVISED ABSENTEE VOTING, APPLICATIONS FOR ABSENTEE BALLOTS AND DUTIES AND RESPONSIBILITIES ASSIGNED TO MODERATORS', to permit individuals who reside in a state operated mental health facility to vote absentee without supervision of the registrars of voters, to provide that a unique number be assigned to the person requesting absentee ballot applications, to clarify that any duty or responsibility assigned to an elections moderator shall be carried out by the moderator and to make technical changes.

H. B. No. 6671 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING GOVERNMENT ADMINISTRATION', to require state agencies to communicate with their clients in a culturally competent way and to require the Legislative Program Review and Investigations Committee to conduct a study regarding creating a centralized permitting office.

H. B. No. 6672 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE CONVEYANCE OF CERTAIN PARCELS OF STATE LAND', to convey certain parcels of land owned by the state.

H. B. No. 6673 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE ASSESSMENT OF PROPOSED PRIVATIZATION CONTRACTS', to add an additional requirement for privatization contracts involving reimbursable personal services, to permit the cost-benefit analysis to be waived under certain circumstances and to nullify any privatization contract other than for an emergency procurement entered into or renewed without complying with the provisions of section 4e-16.

JUDICIARY

H. B. No. 6674 (RAISED) JUDICIARY. 'AN ACT CONCERNING ENGAGING AN OFFICER IN PURSUIT', to establish a criminal offense for failure of a pedestrian or other person to stop upon the signal of a peace officer to correspond with provisions regarding the failure of the operator of a motor vehicle to stop the motor vehicle upon such signal.

GOVERNMENT ADMINISTRATION AND ELECTIONS

S. B. No. 4 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING EARLY VOTING', to provide for early voting for regular state elections and to ensure that no elector stands in line for longer than fifteen minutes before being permitted to cast his or her ballot.

S. B. No. 5 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING CHANGES TO CAMPAIGN FINANCE LAWS AND OTHER ELECTION LAWS', to enhance political contribution disclosure laws, to increase certain contribution limits, to streamline filing requirements, to clarify provisions re status on enrollment lists at time of nomination for certain offices and to make technical changes.

S. B. No. 1146 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING CROSS-ENDORSEMENTS', to eliminate cross-endorsements of candidates.
